Take a deep breath. I know exactly how you are feeling right now.

You just looked at your phone screen and saw an SMS from your bank. Money has been deducted from your account. You didn't authorize it. You didn't buy anything. But your hard-earned money is gone, vanished into a fraudster's account through a fake UPI transaction.

Your heart is racing, your hands might be shaking, and you are probably frantically searching Google for ways to reverse the transaction.

First, let me tell you the most important thing: Do not lose hope.

Thousands of Indians face this every single day. Whether it was a fake customer care number you dialed, a malicious link you clicked on WhatsApp, or a scammer who convinced you to download a screen-sharing app like AnyDesk — it happens to the smartest of us. The scammers are highly trained professionals.

The good news is that the Reserve Bank of India (RBI) has strict guidelines designed to protect ordinary citizens like you. If you act fast, there is a very high chance you can get your money back. But the clock is ticking. You are in what we call the "Golden Hour."

Here is exactly what you need to do, step-by-step, without wasting another minute. UPI Fraud Alert

Step 1: The First 2 Hours (Damage Control)

Before you sit down to write any application or format, you need to stop the bleeding. The scammer might still have access to your details and could try to drain whatever is left in your account.

  1. Block Your UPI and Account Immediately: Call your bank's official toll-free emergency number right now. Tell them your account has been compromised and ask them to immediately freeze your bank account, block your debit card, and disable UPI services linked to that account.
  2. Call the National Cyber Crime Helpline - 1930: The Ministry of Home Affairs operates a dedicated, 24/7 helpline number: 1930. Dial this number immediately. If you report the fraudulent transaction within the first 24 hours, the 1930 team can often track the money and freeze the scammer's bank account before they can withdraw the cash.
  3. Register on the Cyber Crime Portal: Go to cybercrime.gov.in and file an official complaint. You will get an acknowledgment number. Save this. Your bank will ask for it.

Step 2: Understanding the RBI "Zero Liability" Policy

When you go to the bank to complain, some bank officials might try to blame you. They might say, "You shared the OTP, so we can't do anything."

Do not let them intimidate you. Be polite but firm. You need to know your rights under the RBI Guidelines on Unauthorized Electronic Banking Transactions.

  • Zero Liability (100% Refund): If the fraud happened due to a security flaw on the bank's end, you get a full refund, whether you report it immediately or not. Also, if a third-party breach occurs (like a system hack) and you notify the bank within 3 working days, you are entitled to a full refund even if you shared some details by mistake under pressure.
  • Limited Liability: If you genuinely made a mistake (like being tricked into sharing a PIN or OTP), the loss is yours until you report it to the bank. But any unauthorized transaction that happens after you have informed the bank is the bank's responsibility.

This is exactly why giving a written application to your bank manager at the earliest is your strongest legal defense.

Step 3: Drafting the Complaint Application to the Bank

You cannot just tell the bank manager verbally and walk away. You need documented proof that you complained. Go to your home branch, ask for the "Dispute Resolution Form," and attach this written application with it.

If they refuse to take it, send it via Registered Post or from your registered email ID to the branch manager and the bank's nodal grievance officer.

Here is a legally drafted format you can use. Just fill in your details.

Format 1: Application to Bank Manager for UPI Fraud Refund

To, The Branch Manager, [Name of Your Bank] [Branch Name / Address]

Date: [Insert Date]

Subject: Urgent Complaint Regarding Unauthorized UPI Fraud and Request for Reversal of Rs. [Amount] under RBI Zero Liability Guidelines.

Reference: Account Number [Your Account Number]

Dear Sir/Madam,

I am writing this to urgently bring to your notice that a fraudulent and completely unauthorized UPI transaction has taken place from my savings account mentioned above. I did not initiate, authorize, or consent to this transaction.

The details of the fraudulent deduction are as follows:

  • Date of Transaction: [Date]
  • Time of Transaction: [Time as per SMS]
  • Amount Deducted: Rs. [Amount]
  • Transaction Reference Number (UTR): [Check your SMS for the UTR or Ref number]
  • Amount Transferred To: [Name/UPI ID of the scammer if visible in the SMS]

I immediately blocked my account via customer care on [Date] at [Time] and have also registered a formal complaint with the National Cyber Crime portal (Acknowledgment No: [Insert Number]).

As per the RBI circular on Customer Protection (Limiting Liability of Customers in Unauthorized Electronic Banking Transactions), I am reporting this incident within 3 working days. Therefore, I request you to kindly register this dispute, initiate an immediate chargeback request with the acquiring bank, and credit the disputed amount back to my account at the earliest.

I have attached a copy of my bank statement/SMS screenshot and the Cyber Crime police complaint acknowledgment for your reference.

I expect your full cooperation and a prompt resolution to this deeply distressing situation. Please acknowledge the receipt of this letter with an official bank seal and signature.

Thanking you,

Yours faithfully,

Step 4: The Police Complaint (FIR / General Diary)

While the online 1930 helpline is great, your bank will often insist on a stamped copy of a police complaint (a GD entry or an FIR) from your local police station to process your refund claim.

Walking into a police station can be intimidating. The officers are busy, and they might ask you to write the application on a blank piece of paper right there. When you are stressed, your mind goes blank.

Don't worry. Write this application quietly at home, make two copies, and take it to the Station House Officer (SHO) of your local police station or the Cyber Cell.

Format 2: Written Complaint to Police for Online Fraud

To, The Station House Officer (SHO) / Officer-in-Charge, [Name of your Local Police Station / Cyber Crime Cell] [City/District Name]

Date: [Insert Date]

Subject: FIR / General Diary Registration for Online Financial Fraud of Rs. [Amount].

Respected Sir/Madam,

I, [Your Name], son/daughter/wife of [Father's/Spouse's Name], residing at [Your Complete Address], would like to report a cybercrime and financial fraud committed against me on [Date of Fraud].

I hold a savings bank account with [Bank Name], bearing Account Number: [Your Account Number].

On [Date] at approximately [Time], I received a notification that Rs. [Amount] was deducted from my account via UPI. The transaction reference number is [UTR Number]. I did not make this transaction.

[Briefly explain how it happened in 2-3 lines. Example:] I received a call from a person claiming to be from customer support who asked me to download an app. Shortly after, the money was deducted without my authorization. OR I clicked on a link claiming to be a courier tracking update, and my account was immediately debited.

I have already reported this to the National Cyber Crime portal (Acknowledgment No: [Insert Number]) and blocked my bank account.

I kindly request you to urgently lodge a First Information Report (FIR) or a General Diary (GD) entry regarding this cyber fraud so that the police can investigate the matter, track the scammer's digital footprint, and help me recover my hard-earned money. I also need a stamped copy of this complaint to submit to my bank for the refund process.

I have attached the bank statement showing the fraudulent transaction for your investigation.

Thank you for your time and duty.

Yours sincerely,

The Waiting Game: Follow Up Relentlessly

Once you have submitted both applications, the waiting game begins. Do not just sit back.

Follow up with your bank branch manager every 3 to 4 days. If the branch manager ignores you, escalate the matter. Every bank has a Principal Nodal Officer for grievances. Email them. If even they don't resolve it within 30 days, you have the legal right to file a complaint for free with the RBI Banking Ombudsman online.

The scammers rely on the fact that most people will feel ashamed, give up, and walk away after losing their money. Prove them wrong. You have the formats, you know your rights, and you have the law on your side.

Be persistent, be strong, and fight for your money.
